请教编制预算中的一个excel问题

请问大家一个问题：我目前所做的预算总表，第一列为各单位名称，第一行为具体的预算名称。在全部预算编制完毕后，我将要向每个单位下发预算，需要将总表倒置后，再将每个单位的数据形成一个独立的excel文件下发到各个单位。请问大家有没有好的办法能够实现这一点？谢谢大家了
